Framework for Enhancing Student Learning (FESL)
FESL is the accountability framework BC chose for public education. Major forms of exclusion can still sit outside this framing. If disabled students are missing school, being placed on partial schedules, transferred to online learning, or pushed into home schooling, those patterns should be visible in FESL reporting — not hidden in disconnected datasets, suppressed tables, or local stories families have to prove one by one.
